Commercial plumbing is the building system owners think about least until it floods a floor. A burst pipe, a backed-up main, or a failed backflow test does not announce itself in advance — but almost every one of them is preventable on a schedule. This checklist is the plumbing companion to our system-specific guides for HVAC, roofing, and elevators: the recurring tasks that keep a commercial building’s water systems boring, and the seasonal and compliance items that turn expensive if they slip.
Most buildings do not have a plumbing problem; they have a scheduling problem. Fixtures get fixed when a tenant complains, backflow tests get remembered when the utility sends a letter, and freeze protection gets checked the morning after the first hard freeze — which is one night too late. A preventive maintenance program moves all of it onto a calendar, so the work happens at maintenance rates instead of emergency ones. This guide is the task library for that calendar.
What does a commercial plumbing preventive maintenance program cover?
A commercial plumbing PM program covers four layers: routine fixture maintenance, scheduled inspections of drains and water heaters, mandated compliance testing (chiefly backflow prevention), and seasonal freeze protection. The routine layer is high-volume and low-drama; the scheduled and compliance layers are where deferred maintenance quietly compounds into failures and fines.
Think of it the way you would any other building system — an asset inventory, defined tasks on set intervals, a work-order process to execute them, and a record that proves it happened. Monthly and quarterly plumbing checklist
The high-frequency layer is mostly fixtures and the small, cheap habits that prevent the expensive calls. Do these on a monthly to quarterly rotation depending on the building’s traffic:
- Restroom fixtures. Check for running toilets, dripping faucets, weak flushes, and slow drains. A single running flush valve can waste thousands of gallons a month; a faucet cartridge is a five-minute fix that a tenant will otherwise report as a service failure.
- Prime floor drains and dry traps. The most common “why does it smell like sewage” call is a dry trap — a floor drain in a mechanical room, janitor closet, or low-traffic restroom whose water seal has evaporated, letting sewer gas straight into the space. Pouring water down each drain on a schedule costs nothing and eliminates the complaint entirely.
- Test sump pumps and ejector pumps. Verify each pump cycles and the float switch works before you need it in a storm. A sump pump that fails silently is discovered only when the pit overflows.
- Inspect visible supply lines and shutoffs. Look for corrosion, weeping joints, and mineral buildup at fixtures, water heaters, and mechanical connections. Exercise isolation valves so they are not seized when you need to close one in a hurry.
- Clear known trouble drains. Every building has one or two drain lines — a kitchen tenant’s grease line, a lab sink, a garage trench — that clog on a predictable cycle. Jet them on that cycle instead of waiting for the backup.
Annual and semiannual plumbing checklist
The lower-frequency layer is where real asset life is won or lost. Put these on an annual (or semiannual for heavier systems) schedule:
- Water heater inspection and flushing. Flush sediment from tanks, test temperature-and-pressure relief valves, check anode rods on tank units, and inspect for corrosion and leaks. Sediment is the quiet killer of water heater efficiency and life; a flushed heater runs cheaper and lasts longer.
- Backflow preventer testing. Annual, certified, and mandatory — covered in its own section below.
- Drain and sewer line assessment. Camera-inspect or jet the main building drains and any chronic branch lines. Roots, grease, and scale build silently until the day the lowest fixture in the building backs up first.
- Fixture and flush-valve rebuilds. Rebuild the diaphragms and cartridges in high-use restrooms on a planned cycle rather than one failure at a time.
- Water-hammer and pressure check. Note pressure at representative points and address banging pipes (failed arrestors) before they loosen joints over time.
- Grease-trap and interceptor service. For buildings with food-service tenants, keep interceptor pumping on a documented schedule — it is both a maintenance item and, in most DMV jurisdictions, a compliance one.
Is backflow testing required in the DMV?
Yes. A backflow preventer stops water from your building’s own systems — irrigation, boilers, fire suppression, mechanical make-up — from siphoning back into the public drinking-water supply. Water utilities across the DMV require these assemblies to be tested annually by a certified tester, with the results filed with the utility. The mechanics are consistent even where the paperwork differs: the utility knows how many assemblies your building has, it expects a passing test on file each year, and a missed deadline starts a letter chain that escalates toward fines or, ultimately, water shutoff. The failure mode is almost never a bad assembly — it is a building that lost track of how many assemblies it has and when each was last tested. The fix is an inventory: every backflow preventer catalogued with its location, size, and test date, folded into the building compliance calendar so the certified test is scheduled, not remembered. Because programs and thresholds change, confirm the current requirement with your specific water utility rather than assuming a neighboring jurisdiction’s rule applies.
How do you prevent frozen pipes in a commercial building?
You prevent frozen pipes the same way you prevent every other seasonal failure: by knowing where the vulnerable pipe is before the cold arrives, and acting on a schedule instead of on the forecast. In a DMV winter the freeze risk is real but intermittent, which is exactly what makes it easy to defer until the night it bites.
The vulnerable points are predictable:
- Sprinkler lines in unheated garages, attics, and above ceilings near the roof deck.
- Domestic water lines in exterior walls, above loading docks, and in stairwells.
- Hose bibs and exterior spigots, which should be shut off at the interior valve and drained.
- Rooftop and screen-wall equipment with exposed piping.
- Vacant suites, which freeze first because no one feels the cold or hears the drip.

What tools keep a plumbing PM program on track?
