A winter building preparation checklist is the cheapest insurance a commercial property buys all year, and the deadline for using it is earlier than most owners think. In the DMV, the work belongs in September and October: heating startup and combustion testing before the first cold night, snow contracts signed before the good contractors are fully booked, and freeze protection verified before the first hard freeze — which can arrive in Northern Virginia, DC, and Maryland by mid-November while afternoons are still hitting 60.

That temperature whiplash is the regional signature. DMV winters are not Minneapolis winters; they are freeze-thaw winters. Water gets into a roof seam or a masonry joint during a 50-degree rain on Tuesday, freezes Wednesday night, and expands. Repeat that cycle thirty times a season and small defects become active leaks, spalled concrete, and burst pipes. The buildings that come through clean are the ones that closed the water pathways in October.

Below is the full fall-prep checklist we run, organized by system, followed by the region-specific failure points worth extra attention. Use it as a working document: assign each section an owner and a completion date, because an unassigned checklist is a suggestion.

When should winter preparation start in the DMV?

Start in September, finish the physical work by mid-November. Heating systems need to be tested and repaired before you need them, snow contracts need to be executed before contractors fill their route capacity, and freeze protection has to be done before the first sub-28-degree night, not after.

A workable sequence: snow and ice contract review in September, heating startup and roof work in September–October, irrigation blowdown and pipe insulation in October, and a final freeze-protection walkthrough the first week of November. Anything discovered broken in that walkthrough still has lead time for parts.

Heating system startup checklist

Run heating startup as a full commissioning pass, not a thermostat flip. Heating is where deferred summer maintenance announces itself, and it accounts for a major share of what the building consumes all winter.

Space heating accounted for about 32 percent of end-use energy consumption in U.S. commercial buildings, according to the U.S. Energy Information Administration’s 2018 Commercial Buildings Energy Consumption Survey (EIA CBECS).

  • Test-fire boilers and furnaces; verify ignition, flame quality, and safety cutouts
  • Perform combustion analysis on boilers and gas furnaces; document efficiency readings
  • Inspect heat exchangers for cracks (carbon monoxide risk — this is a life-safety item, not an efficiency item)
  • Confirm gas piping, regulators, and venting are sound; test CO detectors in mechanical rooms
  • Inspect and test heat pumps and RTU heat sections, including defrost cycles and auxiliary/electric heat stages
  • Verify BAS heating schedules, setpoints, and night setbacks match actual occupancy
  • Test freeze stats, low-limit safeties, and outside-air damper minimum positions
  • Bleed and balance hydronic loops; check glycol concentration where loops are glycol-protected
  • Change filters and confirm belt condition ahead of the high-runtime season
  • Confirm fuel supply: oil tank levels and delivery contract, propane contracts, gas curtailment terms

Freeze protection and pipe insulation checklist

Find every pipe that sees freezing air, and assume the building will show you one you missed. Burst pipes are the classic catastrophic winter loss because the damage isn’t the pipe — it’s the three floors of finished space below it.

  • Walk and map piping in unconditioned spaces: attics, crawlspaces, parking garages, loading docks, stairwells, exterior walls
  • Insulate exposed domestic water, hydronic, and condensate lines; replace damaged insulation
  • Verify heat trace tape is powered and functional — test it, don’t just look at it
  • Confirm sprinkler dry-pipe systems: compressor operation, low-point drains drained, air pressure correct
  • Protect wet sprinkler piping in cold zones (attics above drop ceilings are the notorious one)
  • Drain and shut off exterior hose bibs and non-freeze-proof wall hydrants
  • Verify mechanical room and penthouse unit heaters work — the room protecting your pipes needs its own heat
  • Seal envelope penetrations near piping: louvers stuck open, missing door sweeps, broken windows in stairwells
  • Set vacant-suite temperatures no lower than 55°F and confirm the BAS can’t be overridden below it
  • Post shutoff-valve maps and confirm on-call staff know main domestic and sprinkler valve locations

Roof and drainage checklist

Get water off the roof fast, because DMV freeze-thaw turns standing water into an ice wedge. A clogged drain in December is an ice dam by January and an interior leak by the February thaw.

  • Clear all roof drains, scuppers, gutters, and downspouts of leaves and debris — after leaf drop, not before
  • Inspect membrane seams, flashings, penetrations, and pitch pockets; repair open seams before freeze locks them in
  • Check ballast distribution and secure loose equipment, walkway pads, and abandoned materials
  • Inspect masonry parapets and caps for open joints (prime freeze-thaw spalling candidates)
  • Confirm positive drainage at grade: splash blocks, area drains, and storm inlets clear
  • Trim tree limbs over roofs and parking areas before ice load brings them down
  • Document roof condition with photos as a baseline for winter storm claims

Snow and ice contract readiness checklist

Have the snow contract signed, scoped, and staged before the first flake, because you cannot procure snow removal during a storm at any price you’ll like. In this region the liability exposure is mostly ice, not accumulation — slip-and-fall claims follow refreeze events, and your documentation is the defense.

  • Execute the contract with defined trigger depths, service levels, and response times — per-push, per-event, or seasonal
  • Walk the site with the contractor: mark curbs, islands, hydrants, drains, and snow stacking zones on a site map
  • Confirm stacking zones don’t melt across walkways and refreeze (the classic DMV claim generator)
  • Verify contractor insurance certificates and additional-insured status
  • Pre-stage ice melt, shovels, and spreaders for between-service touch-ups; pick surface-appropriate deicer for new concrete and pavers
  • Establish the communication protocol: who calls for service, weather trigger monitoring, and per-event service logs
  • Define sidewalk, entrance, fire exit, and ADA route responsibilities explicitly — gaps in scope become gaps in liability coverage

Irrigation, exterior, and site checklist

Blow down irrigation before the first hard freeze, and put the site to bed while the weather still cooperates. October work; November is gambling.

  • Winterize irrigation: shut supply, drain the backflow preventer, and compressed-air blow out all zones
  • Insulate or enclose the backflow preventer (the most commonly frozen and most expensive-per-pound irrigation part)
  • Drain fountains and exterior water features; winterize pumps
  • Shut down and drain cooling towers per manufacturer procedure if seasonal, or verify basin heaters and heat trace if they run all winter
  • Inspect exterior lighting — earlier darkness plus ice makes photocell and timer checks a safety item
  • Repair pavement defects and trip hazards before snow hides them from people and finds them with plows
  • Confirm generator readiness: load test, block heater, fuel level and treatment

Winter emergency kit and response readiness

Assume at least one event this winter will outrun the contractor, and stage for it now. The DMV reliably produces a storm that closes roads, an ice event that hits at 5 a.m., or a polar snap that finds the pipe everyone missed.

  • Stock per building: ice melt reserve, shovels, flashlights and batteries, wet vacuum, floor dryers, plastic sheeting, pipe repair clamps
  • Post the updated emergency contact tree: on-call staff, HVAC contractor, plumber, restoration company, utility outage lines
  • Verify after-hours access: who has keys, codes, and BAS remote access when roads are closed
  • Set freeze and heat-loss alarm points in the BAS with escalation to phones, not just a workstation nobody watches at 2 a.m.
  • Brief tenants: reporting procedures for leaks and heat loss, and their responsibilities in leased spaces
  • Confirm business-interruption and water-damage documentation procedures with your insurer before the season

When should commercial buildings winterize in the DC area?

Start in September and complete physical winterization by mid-November. The DMV’s first hard freeze typically lands between mid-November and early December, but isolated sub-freezing nights can arrive earlier, and snow contractors fill their route capacity by October. Heating startup belongs in early fall so repairs happen before the equipment is needed daily.

What temperature should a vacant commercial space be kept at in winter?

Keep vacant suites at 55°F minimum. That maintains enough margin to protect plumbing in exterior walls during cold snaps and wind events, which can drive in-wall temperatures well below the room reading. Also confirm sprinkler piping above ceilings in those suites is protected, since it fails at the same temperatures with far worse consequences.

Who is liable for slip-and-fall accidents on ice at a commercial property?

Generally the property owner, with responsibility shared contractually with the snow contractor to the extent the contract assigns it. That’s why scope definitions, trigger depths, response times, additional-insured status, and per-event service logs matter — in a claim, documentation of when surfaces were treated is the core of the defense. Local sidewalk-clearing ordinances in DC and Maryland jurisdictions add specific clearing deadlines.

How often do roof drains need to be checked in winter?

Before the season after leaf drop, then after every significant storm and during every thaw. DMV freeze-thaw cycles mean a drain that was clear in December can be capped with ice in January, ponding meltwater on the roof. Adding drain checks to the post-storm site inspection your snow contractor already performs is the cheap way to cover it.

What’s the most commonly missed item in fall building prep?

Heat trace tape that’s installed but not energized or silently failed — it looks fine and does nothing. Second place goes to irrigation backflow preventers left undrained and vacant-suite thermostats overridden down to save energy. All three are five-minute checks in October and five-figure losses in January.
